- Since 2023, the POHOA Board has paid Jennifer Hutchinson $500/month to manage QuickBooks for the HOA.
- This was done without a contract, without competitive bids, and without public discussion.
- Hutchinson was also serving on the Board at the time — and the Board voted to approve her paid role, after signing a Conflict of Interest policy. It doesn’t make the conflict of interest disappear, it just condones it.
- In July 2025, the Board transferred her role to former Board officer Keith Knight, again with no bid, no volunteer call, and no contract disclosure.
- Homeowners were explicitly told in 2023 and 2024 that no contract existed — yet in July 2025, it was suddenly referred to as a “contract” reassigned via Action Without a Meeting (AWAM).
No competitive process. No written contract. No records made available.
Just a small circle of Board members appointing each other and controlling the money.
Meanwhile, in 2024, a homeowner contacted 38 licensed QuickBooks professionals, and found multiple candidates offering to do the exact same work for 30–40% less — some as low as $320/month.
Those options were ignored. Homeowners were told they weren’t “authorized” to seek quotes.

This isn’t just bad judgment. It violates:
- C.R.S. §38-33.3-317: Contracts must be available to owners.
- C.R.S. §38-33.3-209.4: Owners must be allowed to participate in major financial decisions.
- C.R.S. §38-33.3-308: Board votes and AWAMs must be disclosed.
- POHOA’s own Conflict of Interest policy.
At a time when the Board is pushing special assessments and citing a “lack of reserves,” they’re:
- Overpaying for services
- Blocking oversight
- Reassigning contracts in secret
- Appointing friends and family to the Board
